Budget Programmes
The budget of the Department comprises of eight main programmes, namely;
Programme 1: Administration
The objective of the programme is to provide overall management of the education system in accordance with the National Policy Act, the Public Finance Management Act and other policies. Provision is made for the following sub-programmes;
- Office of the MEC
- Corporate Services
- Education Management
- Human Resource Development
- Education Management Information System (EMIS)
Programme 2: Public Ordinary School Education
The objective of the programme is to provide public ordinary education for Grades 1 to 12 in accordance with the South African Schools Act. The programme provides for the following sub-programmes;
- Public Primary Schools
- Public Secondary Schools
- Professional Services
- Human Resource Development
- In-school Sport and Culture
Programme 3: Independent School Subsidies
The programme supports independent schools in accordance with the South African Schools Act and provides for the following sub-programmes;
- Primary Phase
- Secondary Phase
Programme 4: Public Special School Education
The objective is to provide compulsory public education in special schools in accordance with the South African Schools Act and White Paper 6 on Inclusive Education. The programme provides for the following sub-programmes;
- Schools
- Professional Services
- Human Resource Development
- In-school Sport and Culture
Programme 5: Further Education and Training
The objective of the programme is to provide further education and training at public FET colleges in accordance with the Further Education and Training Act and makes provision for the following sub-programmes;
- Public Institutions
- Professional Services
- Human Resource Development
- In-college Sport and Culture
- Conditional Grants
Programme 6: Adult Basic Education and Training
The programme objective is to provide Adult Basic Education and Training (ABET) in accordance with The Adult Basic Education Act. The programme provides for the following sub-programmes;
- Public Centres
- Professional Services
- Human Resource Development
Programme 7: Early Childhood Development
The programme objective is to provide early childhood education (ECD) at the Grade R and earlier levels in accordance with White Paper 5. The programme provides for the following sub-programmes;
- Grade R in public schools
- Grade R in community centres
- Pre Grade R
- Professional Services
- Human Resource Development
- Donor Funding
Programme 8: Auxiliary and Associated Services
The programme objective is to provide the education institutions as a whole with training and support. The programme provides for the following sub-programmes;
- Payments to SETA
- Special Projects
- External Examination
- Conditional Grant Projects such as
- National School Nutrition Programme
- HIV/AIDS and Life Skills Education
- National Infrastructure Grant
- Provincial Infrastructure Grant
